In obedience to an Order made at the Generall Quarter Sessions
of the Peace on Wednesday the 2d day of December last upon hearing the
Appeale of Docter Bennett Viccar of the Parish of St. Gyles without Cripplegates
London, complaining of his being over Rated to the poore there, for his Tythes
and the Rent of his house, I have made Inquiry into the value of
the said Doctors Fyths for that part of the said Parish as is within London
and have examined the Originall Tyth book of the Parish, and do find
the whole Fyths claymed by the said Doctor for that part of the said parish
and charged in the said Tyth booke do amount to Three hundred eighty
one pounds. Eighteen shillings and ten pence, A Coppy of which Originall
Tyth Book I have Caused to be delivered to the Churchwardens of the said parish
for their perusall and inspection, to which I have not received any
objections on the part of the Churchwardens or any others, And I defind
that in the said Tyth booke, there are above five hundred houses of very poore
Inhabitants, charged to Pay Tyth, and many others who refuse to Pay
pleading Custom as not having paid for many pares, By which meanes it
appeares to me the Doctor doth not collect or receive of the said Tythes
any more than two hundred and eight pounds at the most in any one
yeare, except that this present yeare & since the making of this Rate, the
Doctor having exhibited a bill in the Exchequer against severall Defaulters
hath recovered or received thereby Five pounds thirteen shillings & four
pence, and if that be added to the said £208, makes together £213:13s:4d
And I do find that the Doctor payes three pounds yearly for Tenths and
eight pounds thirteene shillings and four pence yearly to the Deane and
Chapter of St Pauls And if two thirds of those two Sumes. (which is the pporcon
of the Tyths of that part of the Parish as is within the freedom compared to that without)
be allowed to be Deducted, being £7:15s:6d and Twenty pounds
sixteen shillings the Charges of Collecting, it reduces the Nett value of
the said Doctors Tyths to One hundred eighty five pounds one shilling &
ten pence or thereabouts

I have also viewed and inquired into the value of the said Doctors
house, which standing backwards in Crowder well ally cannot in my
Judgement be valued at more than Thirty pounds P ann, and at
that rate it will be Charged more in pporcon that other houses of the like
goodness in the present Poores rate

All which is submitted to the Judgement of this honoble. Court
