<p n="255">one since that time. Your Committee cannot conclude without<lb></lb>
taking notice that much of their trouble had been saved if the<lb></lb>
Board of Lieutenancy had taken the accounts of the Treasurer<lb></lb>
upon oath every six Months and certified a duplicate thereof in<lb></lb>
this Court as they are obliged to do by the statute made 13th. and<lb></lb>
14th Car 2 cap. 9 sect 12.</p>
<p n="256">Upon the whole matter your Committee are come to the<lb></lb>
following Resolutions viz.</p>

That it is the opinion of this Committee That the assessing<lb></lb>
more than the legall sum upon any parish on any pretence<lb></lb>
whatsoever is an illegall oppression highly tending to discourage<lb></lb>
his maties faithful Subjects from contributing chearfully toward<lb></lb>
those supplys which the necessity's of the state may require to be<lb></lb>
laid upon them.</p>

That the not casting up the Assessments has been a great.<lb></lb>
neglect on the part of the Deputy Lieutenancy and an<lb></lb>
encouragement to the said Oppression.</p>

That the Distribution of the Trophy Money to the Capture<lb></lb>
to their own use is a Misapplication thereof not warranted<lb></lb>
by any Law in being.</p>
<p n="260"> <note type="authorial" place="margin">4</note>
That no Officer of the Militia who is a Deputy Lieutenant<lb></lb>
ought to be present at or vote in the Debate of any Question<lb></lb>
concerning himself.</p>

That it is necessary that there should be a standing Order of<lb></lb>
this Court that a Committee be appointed on course to<lb></lb>
examine the Trophy accounts when they are laid before this<lb></lb>
Court and that the Collectors be summoned to attend the Court<lb></lb>
at such Sessions as the said accounts shall be laid before them.</p>

That the severall Collectors ought to pay to the Treasurer<lb></lb>
for the use of the publick the severall Sums of Money by them<lb></lb>
collected over and above what they have already paid.</p>

That it be recommended to the Board of Lieutenancy not<lb></lb>
to order any more Trophy Money till the Money which appear<lb></lb>

on the Accounts of the Treasurer and the several<lb></lb>
