House of Correction at Clerkenwell declared it as his Opinion

That The Collars under the Two wards for Felons
next the Apprentices Colls should be filled up with dry
Rubbish and a New deal floorandwith Jaish laid over the
same to the Extent of Twenty Three feets or thereabouts
with proper Air Holes through the WallsThe
Expence not to exceed £40.

proceeded in and compleated
