one since that time. Your Committee cannot conclude without
taking notice that much of their trouble had been saved if the
Board of Lieutenancy had taken the accounts of the Treasurer
upon oath every six Months and certified a duplicate thereof in
this Court as they are obliged to do by the statute made 13th. and
14th Car 2 cap. 9 sect 12.

Upon the whole matter your Committee are come to the
following Resolutions viz.

That it is the opinion of this Committee That the assessing
more than the legall sum upon any parish on any pretence
whatsoever is an illegall oppression highly tending to discourage
his maties faithful Subjects from contributing chearfully toward
those supplys which the necessity's of the state may require to be
laid upon them.

That the not casting up the Assessments has been a great.
neglect on the part of the Deputy Lieutenancy and an
encouragement to the said Oppression.

That the Distribution of the Trophy Money to the Capture
to their own use is a Misapplication thereof not warranted
by any Law in being.

That no Officer of the Militia who is a Deputy Lieutenant
ought to be present at or vote in the Debate of any Question
concerning himself.

That it is necessary that there should be a standing Order of
this Court that a Committee be appointed on course to
examine the Trophy accounts when they are laid before this
Court and that the Collectors be summoned to attend the Court
at such Sessions as the said accounts shall be laid before them.

That the severall Collectors ought to pay to the Treasurer
for the use of the publick the severall Sums of Money by them
collected over and above what they have already paid.

That it be recommended to the Board of Lieutenancy not
to order any more Trophy Money till the Money which appear
to be due upon the Accounts of the Treasurer and the several
Collectors be paid in and applyed to the proper use
